Victor was born in Compton and raised in Los Angeles. He began his career in law enforcement as a police officer in 2005 and from 2008 to 2014 Sergeant Jackson served as a Crisis Negotiator on his department’s SWAT team.
Currently he is the Field Operations Sergeant for a Southern California police department. Victor's primary duties include preparing new recruits for the police academy, preparing new officers to work in patrol, and managing the Field Training program. He is also the department’s lead Tactical Communications expert, an expertise that requires him to both develop curriculum as well as train the department’s sworn and civilian personnel in Tactical Communications and de-escalation.
In addition to being a member of the Kim Turner, LLC instructor cadre, Victor is an adjunct professor at Woodbury University (Burbank, C.A.) in the College of Liberal Arts, Public Safety Administration program. Since 2016, he has taught hundreds of police officers and deputy sheriffs at the LASD Training Academy. His classes range from Crimes Against Persons (Assaults, Kidnapping, Murder etc.), Crimes Against Property (Theft, Burglary, Forgery etc.), Search and Seizure, Narcotics, Patrol Techniques, Hate Crimes, and Juvenile Law. Victor has also been a guest speaker at the California Association of Hostage Negotiators.
