Kim has 30 years of law enforcement experience on both sides of the radio as a police officer and a dispatcher. Kim is a subject-matter-expert in 9-1-1 operations and currently serves as the Communications Administrator of the San Bernardino County Sheriff's Department where she oversees two primary PSAPs leading about 200 (9-1-1) first responders. She is a certified academy instructor through the California Commission on Peace Officer standards and Training (POST), a master instructor and has developed a myriad of courses specific to 9-1-1.  Kim holds several degrees including:

•  Bachelor of Arts in Communication - Loyola Marymount University, Los Angeles
• Master of Arts in Public Administration - University of Southern California
• Master of Science in Justice Studies - San Jose State University
